Incipit Prologus in libro legum Howel <1Da.>1 Brittannie leges rex Howel, qui cognominabatur Bonus, id est <1Da,>1 regni sui, scilicet Gwynedotorum, Powyssorum, atque Dex- tralium, sapientium et in uno loco ante suum tribunal congrega- torum uno consensu et diligenti examinatione mediocriter temperateque constituit. Accivit de quolibet pago per suum regnum sex viros auctoritate et scientia, ut omnes archiepiscopi, episcopi, abbates, et sacerdotes tocius Wallie, pollentes, ad locum qui dicitur <1Ty Gweyn ar Taf,>1 et ibi demorati sunt xl diebus et xl noctibus in pane et aqua. Et tunc temperaverunt reditionem forefacti, id est, <1cosp,>1 superflua diminuere que erant in pluribus reditionibus forefacti. Ita fecerunt pretium uniuscuiusque rei et iuditium congruum de qualibet re.
