  The petition of the General Councel of officers under the command of His Excellency Thomas Lord Fairfax, to the Right Honorable the Commons of England assembled in Parliament, for the total and universal taking away of free-quarter, and other burthens of the Common-wealth, and for the relief of Ireland. Together with the answer and several votes of the Parliament to the same. Also a list of all the officers at the General Councel when the petition was read and approved of.   A declaration of the House of Commons in Parliament assembled. Declaring 1 That the people are under God the originall of all just power. 2 That the Commons of England in Parliament assembled being chosen by, and representing the people, have the supream power in this nation. 3 That whatsoever is enacted or declared for law by the house of Commons assembled in Parliament, hath the force of law. And all the people of this nation are concluded thereby: although the consent and concurrence of the King or House of Peers, bee not had thereunto. And a copy of the covenant between the Kings of England and the people, at their coronation.
