❧ A Proclamation for enabling all His Maiesties Subiects to Trade within His seuerall
Dominions, without being further charged with Customes, or other dueties, then they
of that Kingdome wherein they trade, ought to pay.
HIs Maiestie affecting the generall Trade and Commerce of all Nations vnder His gouernement, of whom hee hath equall care and charge, and intending as His dearest Father of happy memory deceased by seuerall Warrants and Letters Patents declared; That His Subiects of His seuerall Kingdomes might at equall charge trade the one in the others, Doth signifie and declare vnto all those whom it doeth or shall concerne, That His Royall will and pleasure is, and doth expresly command, That no more greater or other Customes, Subsidies, Butlerage, Prisage, Tonnage and Poundage, Impositions, Dueties, Paiments, or Summes of money, Fees for Entries, or other Fees or rewards whatsoeuer, shall at any time hereafter bee taken, receiued, exacted, required, challenged, or demanded by any His Officers, or Subiects of England or Ireland, of any Scottish-man, or Scottish men, or any other person or persons borne within His Realme of Scotland, for, or in respect of their Countrey or Nation, or for that any of them bee not naturall borne Subiects of His Realme of England, or for, or in respect of any the Ships, Pinnaces, Barkes, Boats or Vessels of any such Scottishman or Scottishmen, comming, arriuing, or remaining within any Port or Ports, Hauen or Hauens, or other Creeke or place, Creekes or places, within His said Realmes of England and Ireland, or either of them, or the Dominions of them or either of them, for exercise of Trade of Merchandize, or for, or in respect of any Goods, Wares or Merchandizes, or Commodities whatsoeuer, by any such Scottishman or Scottishmen imported or brought in, or exported or caried out of the same Kingdomes, or either of them, Then onely such, and the same which are, and lawfully ought to bee taken, required and had of the naturall borne Subiects of England, and the naturall borne Subiects of Ireland, and their Ships seuerally and respectiuely in the like cases, and for the like respects.
And likewise it is His Maiesties further pleasure; That no greater or other Customes, Subsidies, Butlerage, prisage, tonnage, poundage, imposts, impositions, duties, payments, or sums of money, fees for entries, or other fees, or rewards whatsoeuer shall at any time hereafter be taken, receiued, exacted, required, challenged, or demanded, by any His Officers, or Subiects of Scotland, of any Englishman, or Irishman, or any others borne within England, or Ireland, or the Dominions thereof, for, or in respect of their persons, countrey, or nation, or for that any of them bee not naturall borne Subiects of His Realme of Scotland, for exercise or trade of Merchandize, or for, or in respect of any goods, wares, or merchandizes imported, or brought into Scotland, or exported, and caried out from thence, then such and the same which are and lawfully ought to be taken, required, and had of the naturall borne Subiects of Scotland seuerally and respectiuely in the like cases, and for the like respects; Any former Law, Custome, Ordinance, Vsage, Prouision, or other matter, or thing whatsoeuer, to the contrary notwithstanding.
Willing and straightly charging and commanding all His Maiesties Officers, Ministers, and Subiects whatsoeuer, as well within England and Ireland, as within His Realme of Scotland, to whom it appertaineth, That they and euery of them, take full notice and vnderstanding of this His Maiesties Royall pleasure and commandement; And to see the same duely obserued in all things, according to the tenour and true meaning of the same, vpon paine of His Maiesties heauie indignation and displeasure, and of such punishment and Penalties, as by His Maiesties Lawes and Statutes, can or may bee inflicted or imposed vpon wilfull contemners of His Maiesties Commandement, and Prerogatiue Royall.
Neuerthelesse, His Maiesties Royall intent and meaning is, And hee doth hereby signifie and declare, That all and euery His Subiects of any His said Realmes and Dominions, shall bee subiect to such Forfeitures and Penalties, in Case of detaining of Custome, or other Dueties, and colouring Strangers goods, or otherwise in like manner, as His Subiects of any His said Realmes and Dominions respectiuely, are by the Lawes and Statutes of any His said Realmes, or by His Maiesties Prerogatiue royall shall be lyable vnto.
